Abstract

In an economic context where it has established the centrality of human resources in the generation of value in organizations, the concept of human capital has been transformed into a common sense in business administration. However, since its formulation as a theory and concept in the fifties, applications built in the organizational world have tended to complexity and the undeveloped of a theoretical concept that can encompass the dynamics of generating value within the organization and its relationship to the management of human resources. The lack of a framework of human capital in organizations has possessed a strong impact on the inability to develop management systems and metrics commensurate with the challenges of service economies. This paper re connect competency-based systems with the problems of knowledge management and intellectual capital, sought to establish the critical points for the development of integrated Human Resources.
